Prisoner Exchanges?

Do prisoner exchanges continue throughout the war? During the actual Civil war the exchange system broke down once the Union began enlisting large numbers of African-american soldiers. The CSA threatened to return captured black soldiers to slave status and execute their officers as 'insurrectionists'. When Lincoln threatened to retaliate, the CSA backed off from executions, but there were no further exchanges. Exchanges would seem to benefit the South more than the North, IMHO.

I've had the prisoner exchanges signed for two years and never received a message about one happening yet. I've got tens of thousands of prisoners now.
