As an experiment, I started a new campaign game, and ordered a boatload of replacements, industrial improvements, and reinforcements. I was in the red in every category. It didn't seem to hurt me though, am I missing something?

Did you get *everything* you ordered?

Replacements, I believe so. Reinforcements, I got some, but not all. Industrial developement yes.
