Questions about Health.

On the Roster Sheet for Generals there is a catagory for HEALTH. Some have a number ie. LEE had 47, Huger has 17, and others had 1/1. I can't find in the manual what these numbers represent.
Also, there will be times when a message is received saying so and so general/admiral has gone to such and such city to recover from injuries. What does this mean for his future use in game play? Are his abilities reduced for some period? When do we know he has fully recovered and can be used to lead a new unit? Perhaps these numbers are a clue to this but I can't find the answer anywhere.
An example - Semmes lost his fleet and ended up in Wilmington recovering (I guess he swam ashore :D ). I would like to use him to command another fleet. This must mean something for game play or why even make the message. Perhaps it is to just let you know where your commanders are.
Another thing. I know it has been brought up before, but has anyone actually seen a instance where a commander was killed in the field? I have played the full campaign through March 1862 and have not seen anything yet. Also if it does happen, it seems like you should receive a message even if an opposing commander has been killed, not just your own.

I lost Hooker retaking Winchester early on in '61, there was even a message saying "the nation morns his loss" too!

Thats good news. Any idea what the Health numbers indicate on the Roster for Generals?

I think the health numbers reflect units directly attached to a leader. When alone without units, leaders will show as 1/1. Attaching units directly to them raises their health.
