Wasnt this fixed? Fort Sumpter Batteries still will not refill....

I thought this was fixed for pre-war forts...
It was fixed, those two forts in NC start the war with 1 hit left on each element and they fill up just fine.
Are you sure you have enough replacements/patched up properly?
