Activated units unable to move?

Playing the Grand Campaign game, late July, 1861, and the 1st Michigan Militia is reported as activated. Not a moment too soon, as Brendan's Cavalry are running amok in southern Illionois! However, I am unable to move the 1st Michigan. I drag the unit to Decatur, but the unit will not accept the move. What am I doing wrong?

Sometimes militia get locked for a period of time after getting fully built. You'll see a flashing lock symbol over it's command penalty/envelope if that's the case, IIRC.
