How do I get them???

I purchased one as a reinforcement but cant see where it is, and also i cant find the division hq.

I am playing csa its late june 1861 - is that why?

When you purchase them they need few turns to build. Usually capital.
If at some point you don't see army or divisional HQ's available for purchase, don't worry -this is intended.
