The real "siege" of Ft. Sumter

Maj. Anderson(USA), his shot and powder almost completely expended, accepted surrender terms roughly 34 hours after the first shot was fired. His entire command( minus the batteries of course )was allowed to evacuate to Union ships waiting just outside the range of the harbor defenses. The only fatality of the entire episode occured when a cannon exploded during the firing of a salute honoring the defense of the fort, killing on of his gunners(Anderson had requested to be allowed to fire the salute as part of his terms).

So in game terms the Confederates should be able to just walk into a fort with an intact battery sometime during the first turn, freeing up the Carolina Command to travel by rail to Manassas and destiny!
Just wondering why this event was excluded/changed. Was it play balance, tester suggestion, allowing for alternate history, etc?
