Supply confusion

I have a division of 18 elements stationed in a city, during winter, with a pretty high stack of supply icons but the division is not being supplied! Am I missing something? The path to the supply source is all under my control so I don’t think the city is isolated.

How do you know that the division is not being supplied?

I get reports when the turn starts, the supply icons are almost all red.

Could you make two hardcopies like these?
Regional Supply:
Hold your mouse pointer over the region, but not any units to make this one.
Divisional Supply:
Click on the division in question. Navigate down to the division in the Unit Display and hold your mouse pointer over the division in question.
