I can't get david porter to lead a fleet why?

What is going on i can't get david porter to join a fleet stack any ideas why this is happening? only thing else i'm going to try is to close out the game a dn restart it

Is he in the same place as the fleet he's trying to join? Admirals can't swim across the sea on their lonesome.
