What function do engineers and naval engineers have?

Engineers allow railroads to be rebuilt faster. Naval engineers reduce the time to build ships.

Does the Union have a numerical advantage in engineers?

When you decide to build a ship, there is far greater chances that it will be built in a port with a naval engineer (but you never choose the exact location).
The Union has definitively an advantage here, and they can buy more.
