Blocking movement across a river

Coming back to AACW as I see new releases
And I can't seem to find a definitive place to get this answer. What is the current rule around blocking river crossings?
Is it 4 elements or units?
Is it 100% blocked or up to 90%?
Is offensive posture required?

100% I think

Cannot be Passive posture I think

I know, I know, "some coordinator: doesn't know the rules!".

My notes are lost, my memory is fading.....

I'm sure Capt Orso will fill in the missinjg neurons.....

Yup master, you neurons are humming in synchronicity with the universe. The only thing I can add is that the naval elements can be moving from one region to another and still block a crossing if the naval elements and the crossing units are in the river region at the same time. Athena has a penchant for doing that.

I'm pretty sure it's sometimes as high as 8 elements, but usually 4. Often the tool-tip over the stretch you want to block will tell you how many... but not always.

You're thinking about blockading a harbor. There are no tool-tips for blocking a crossing.

Yep, my bad. River zones with harbours get the tool-tip and the blockade can cost up to 12 elements.

I believe it is units not elements and they cannot be on passive but can have the evade combat button activated.

Now I'm confused again. Any way to get a definitive answer? Of course, as I type this, I realize I can test it...

It is the number of elements that counts. I don't think I've tried to have them on Evade Combat, but I would imagine it makes no difference as EC only regulates the ROE vs other ships in the same region. It's the same with land units on EC -- sound kind of illicit doesn't it

-- they still gain MC normally in their region, etc. They just try to avoid getting into battle.
