Even fleets with leaders can have some delay; albeit a much lower one.

At this point everything is locked down, so whether by intention or not, we've got it for better or worse. The tool-tip is worded the same as for fast-movers, so I would expect it to work the same.
I've only just recently been using naval leaders to cycle worn-down blockade flotillas and empty supply squadrons in and out of the boxes and noticed that for example during good weather it still takes 19 or 20 days to shuttle between the Atlantic Blockade and New York City with or without a leader.
The Update File mentions nothing about a change nor could I find anything in the forums, so I wondered if this were intentional. I guess so.
