A tip of the hat to GChristie and Liebstandarte who got an AAR on this subject started, but couldn't complete it. We wanted to take up where they left off!

I've noticed that upon reaching 100 FI... it never fired. This was after I won the game btw but all the way til about 1868, It never fired. Is emancipation proclamation a big hurt on it or something?

In our PbeM, I inherited 96 FI% as the Union. I chose Blockade (it wasn't ON) and the %age went to 100. Then, next Turn, I had the EP, which reduces FI, but the UK & the Second Empire DoWed me. It remained at 100.

Not having the DoWs with FI at 100 for more than several Turns would be a bit on the die-rolling side, methinks. Probably longer and longer odds as time goes by. But hey, I didn't code it, I'm just speculating.
