1st Campaign and cannot build a second army or corps

Basically it's just like the subject says.

It's my first campaign.

Johnston appears in the Shenandoah valley, with all of these sub commanders (near or in winchester), but there's no way to build an army with him. It says you have to have a 3 star general (which he is) and an army HQ. Using the F3 ledger, I "built" a HQ, but obviously can't figure out how to get it applied to Johnston.

PGT Beauregard is fat and happy in Manassas with his army, MINUS Corps Commanders, they are all division commanders. No matter what I've tried so far, I can't make a Corps. I'm sure it's because these are all 1 star generals, but how on earth are you supposed to create Corps commanders with no 2 stars? I know they had Corps Commanders during the first year of the war.

Can anyone shed any light on what I'm doing wrong?

It is just a question of time. I suspect you will get more replies from others on the forum, but division ability arrives before corps ability. Corps require a two star leader at the time when corps are permitted.
If you place a two star leader outside Johnston's stack, do you have the ability to create a corps, if not, wait a few turns.
You do have some two stars, look around.
Otherwise, win a battle with your one stars and they will get promoted.

No, actually I'm at the point now that I can create divisions, wasn't aware that you could not from the start of the game. But still at this time, even with a 2 star general selected, I cannot build a Corps, in or out of an army stack, in or out of the region the army is in.

Corps come later than divisions. Not certain exactly how much longer, a couple of months after division ability comes corps ability.

One last thing tho, still cannot build a second Army, is that also controlled by the game as to when you can build a second one?

This is in your builds in the options menus. Have you built replacements and reinforcements? In the reinforcement menu you will see support units. New Armies are in this menu.
You may not yet be at the point you can build new armies, but look in this menu.

There's an army HQ there and I have built one, have one on the map and 2 other 3 star Generals, but no option to turn them into an Army Commander when they are selected.

So move your HQ to a 3 star commander, you can use the jump option. Place the HQ and your 3 star together. Now you will see you can build an Army.

Guess I didn't explain it well enough, The Army HQ was in replacements, not reinforcements (F3 key not F2 key). The Army HQ JUST showed up as an option to buy in F2. Early April 1862.

Yep, got it.
Now when the HQ shows up in Richmond, you can send it to a 3 star and build a new army.
Good news, you have a replacement army HQ if you lose one.
