Army HQ Replacements

A quick question: an army HQ is 50-75% in the red. Are there any penalties in operating this HQ? Is it worth buying replacements? These are really expensive and one wonders if it's even worth it. Finally: do damaged HQs have some sort of default repair rate per turn?

It will function OK as HQ

It's vulnerable to combat, but likely only will take hits if it's the last unit remaining!

All units can regain hits without replacements, but only veeeerrrrrrry slloooooowly :wacko:

only partisans (irregular category to be precise) or captured units can do that!

However lost HQs are very expensive in VPs
