Combat Mechanics Question

Here's something I've been meaning to ask for a while:
We all know that a division can contain up to 18 elements. We also know (or at least I think I remember) that the elements in a single division will target the elements of a single enemy division.
Does this mean that an 18-element division has any advantage or disadvantage against two 9-element divisions? Does it work out that one of the 9-element divisions gets hammered while the other gets away unscathed?
I'm just wondering how the combat mechanics work out.
