Martial Law

During a current game I am playing as the CSA I have been making advances into Illinois reaching as far north as Springfield and Tolono. The loyalty level for the state was sitting at 7% for me. I decided to apply martial law to help bump the loyalty level.

The first turn after I did this the loyalty for the state dropped to 2% and stayed there for a couple of months until I decided to move back to St. Louis. I thought by applying martial law the loyalty would gradually creep up to at least 15%.

Does loyalty tend to drop after using such a drastic measure before then rising? Or is it possible that the population will just not give you their loyalty if you do this?

I have never looked at this in particular. But as far as I recall, this is looked at region by region (so each individual part of Illinois), and you need troops present for martial law to have an effect. So I would not at all be astonished if loyalty first dropped as you would have lost loyalty in any area that was above 15% and not have gained any in areas you did not have a garrison in...
