Blockade Problem?

I must be doing something wrong in this brownwater blockade of Richmond, but I can't see what it is... I'm hoping one of you will explain my stupidity!

The ship icon in question is the one above the word "James" on the map. Some details have been censored, as this is a current PBEM game.

There's a boatload (ahem!) of elements in there: 8 on the first unit alone - all the rest have 1, except the USS Seminole has 2 = 19 elements in all, way more than the 12 needed. No ships are missing from the elements and they're all in reasonably good shape (i.e., none ready to sink!).

In the past, I've always seen the Richmond and other ports in the upper James River area blockaded, but not this time.

Ideas?

Could it be that they are on passive?

No, von Sachsen is right.

Your fleet is in passive mode.

Switch to defense or attack will do the trick.

Longshanks, this is obviously due to the fact that the fleet is in passive attitude. You can be sure. The blockade only becomes effective if the fleet is in defensive or offensive attitude (or assault). ;)

Thank you all for discussing this. I have been trying to make blockades work, now I understand how to see the blockade symbol as confirmation.
