Unlocking General Lee?

This has probably been answered before, but does General Lee simply unlock automatically? Or does the CSA player need to set a chain of events in order. Historically, as we all all probably know, General Johnston was wounded, paving the way for Lee to take over. In the last game I ran, I actually left P.T. Boo in charge and sent Johnson west long before the date he was historically wounded. A bit of changing history there...

I had to ask that too.
This is what I was told.

Sometime between Early Mar 1862 and Late June 1862 he takes command (meaning he becomes activated). There's a 10% chance per turn starting Early Mar 1862. If he's NOT activated by Early June 1862 he's automatically activated and there's a backup event activating him in Late June 1862. If you are at a turn after Late June 1862, you have a corrupted event file and he will never activate. In that case, I suggest a complete uninstall/reinstall to be sure you get the proper event file.
