Where should Hooker enter the game?

I'm new to AACW and I'm playing my first campaign as the North. Hooker just arrived on the map in James Virginia, alone and surrounded by rebels. His future doesn't look promising - is this where he should enter the game? He's between Ft. Monroe (which is besieged by a large Confederate army) and Williamsburg (occupied by a lone enemy unit).

Did Hooker appear with your largest stack?

Or perhaps did James, VA have the best cathouse on the Atlantic seaboard ;)

He's not with the largest stack but in the region next to the largest stack. My largest stack is in Ft. Monroe which is besieged. Maybe the problem is he can't appear in a besieged city? If that's the case I'd think he'd be put with the next largest stack rather than the next region, but I don't know.

Or maybe it's the cathouse.

He should be able to escape by himself easily - make sure you select "evade combat".
