General War Order Number 2: 12 units around Washington DC

hello guys, I'm in the middle of my first AACW campaign, I'm playing as the Union. In early march 1862 I get these 2 events, "General War Order Number 2" and "Nothern papers push for an 1862 offensive". I need "12 units adjacent to Washington DC" and "10 units within 2 regions (of Richmond)" to fullfill the requisites.
It's not clear to me what "unit" means: does it mean "brigade" (of any size?)? Does a division count as a brigade or you need to consider the brigades that make up a division?
I'm also not sure what does it means "adjacent to washington DC". I guess it means I need 10 "units" in the washington province (prince george's, MD), excluding the fixed troops already inside the city. Am I right?

I could be way off, but I'll try. Some others will fill in & correct.

* "...adjacent to DC..." - Alexandria qualifies, IMO. Don't worry about this too much. The locked fortress troops in DC probably fulfill this alone. I usually keep a small to medium mobile force in DC, just in case of Johnny Reb, anyway. You should meet this req'mt easily.

* The Offensive message boils down to: take Fredericksburg (Spotsylvania) and hold it. Not too tough - depends on how the AI is doing. Might take more than one try to take it, but it can be done.

Some forum necromancy on my part...

Do the fixed units in Washington DC count, or do I need units beyond those?

Do generals count as units in this or any other situation?

Do support units count towards this goal (Supply wagons, balloons, engineers etc)?

Can they all be in the same stack or do they need to be separated into 12 unique stacks?

The Fixed combat units (no supply, engineers, etc...) in Washington, Alexandria and Annapolis do count but I think you still need to have at least one more extra unit. The units can all be in a single stack within the region (I generally leave all my Washington units in one big stack)
