Defensive Bombardment with a Fleet

I have an CSA division holed up (in the city not in the field) in Vicksburg with a fleet of 9 ironclads in the river region adjacent to Vicksburg in bombardment mode. The division in Vicksburg is being besieged by a USA division. I can't get the CSA fleet to bombard the US division, although if the US puts a fleet into the same river region adjacent to Vicksburg and has their bombardment button pressed, they do bombard the CSA division holed up in Vicksburg.
Is this WAD? The Wiki and manual just say that you have to have a fleet in bombardment mode in an adjacent river or coastal region with enemy and friendly units in the land region to qualify for bombardment.

The fleet will bombard in support to your troops. So it won't bombard if there is no fight.
I suppose the US fleet bombarded because it entered the river zone in front of Vicksburg and triggered the fire of your batteries. If I'm right, this happened only once (except if the US fleet move back and forth).

If I move my CSA division into the field - out of the city - a battle ensues between it and the US division, but bombardment still does not occur.
I know of three ways naval bombardment occurs:
- Shore Batteries
- entrenched at level 3 [SIZE="1"](1)[/size] or higher
- have a range of 5 or higher [SIZE="1"](1)[/size]
- have their bombardment button pressed
Fleet
- moves though two river or coastal regions adjacent to Shore Batteries [SIZE="1"](2)[/size]
- Shore Batteries and Fleet are in adjacent regions [SIZE="1"](3)[/size]
- Shore Batteries and Fleet have their bombardment buttons pressed [SIZE="1"](3)[/size]
- Fleet has it's bombardment button pressed
- Fleet has friendly units in an adjacent region with enemy units in the same region [SIZE="1"](4)[/size]
The third is what my question is about. It seams that bombardment only occurs vs besieged units, though it is not stated anywhere. It is just my experience.

If the yankee troops don't have the 'bombard fleet' special order pressed your fleet will not be able to fire on them even if they have 'shore bombardment' orders. The reason your troops are able to fire on the yankee fleet is that a) you have the 'bombard fleet' special order pressed or b) your troops are inside a fort.
Hope thats not too confusing

Many thanks for your replies Barksdale & Gray.
I guess I'm trying too hard to put the geographical situation of Vicksburg into play here. At Vicksburg, the Union forces besieging Vicksburg were certainly close enough to be bombarded if the CSA would have had the boats there to do it.
