cannot promote a few generals

in my current game i fail to promote Bonham, Bee (in the east) and W.H.F Lee (in Kentucky)
all gained enough senority.. all have the promotione button..
but when i klick it.. the next turn they wont be promoted...
this is happening since around 5 turns...
in meantime i manage to promote Morgan without a problem
so i wonder why i cannot promote those 3...
patch is 1.15

You'll have to send both .trn and the .hst files for someone to be able to look at that.

first off, I got them all to promote on the first try.
Second, your backup file is a bit of a mystery to me. Here's what I found in it:
a directory named "_Tobias CSA v LHL USA" which contains:
4 other directories: Backup1, Backup2, Backup3, and Backup4 but no files. Normally you should have:
Replay_CSA.rpl
Replay_USA.rpl
Tobias CSA v LHL USA.hst
Tobias CSA v LHL USA~CSA.ord
Tobias CSA v LHL USA~CSA.trn
Tobias CSA v LHL USA~USA.ord
Tobias CSA v LHL USA~USA.trn
and the same thing in each BackupX directory plus one turn.tag file. Instead you have:

To run your test I created a directory under Saves named "Tobias CSA v LHL USA" took the following files from the Backup1 directory:

Tobias CSA v LHL USA~CSA.trn
Tobias CSA v LHL USA~CSA.ord
Tobias CSA v LHL USA~USA.trn
Tobias CSA v LHL USA~USA.ord
and put them into the "Tobias CSA v LHL USA" dir and strted the game. I choose you game as CSA and check ethe three generals for orders making certain that they each have the promotion order and ran the turn. And low-and-behold, all three promotions ran without a hitch.

probatly because i asked the host for the rounds of the last turns.. and not of the current one.

hmm so the tag files might be responsibel for the failed promotione?

I don't think that the multiple 'tag' files are a result of a game function.
On completion of the first turn, relative to your 'Saves\{game_name}' directory a sub-directory named 'Backup1' is created, the 'input' files for that turn are moved to it, and a 'tag' file with 0 bytes size is created in it to denote which turn is contained within that backup-directory, without having to open any of the files.
[INDENT][the turn number corresponds to a system in which turn 1 is Early January, 1750 and the first turn of an AACW Apr '61 Campaigne is 2671, so the .tag file in Backup1 will be named '{game_name} - Turn2671.tag', depending the the game name.][/INDENT]
Now a new set of files is generated in the 'Saves\{game_name}' directory containing the game status and everything starts from the beginning again.
When the second turn is completed, Backup1 is renamed to Backup2 and the whole cycle above is repeated.
When Backup24 is reached, instead of renaming it to Backup25 it and it's contents are deleted.
If you restore a previous turn, the files in the 'Saves\{game_name}' directory are deleted (not any of the sub-directories nor their content), all the files in Backup1 -except '{game_name} - Turn2345.tag'- are copied into it, Backup2 is renamed Backup1, Backup3 is renamed Backup2, etc, etc.
Even if a '{game_name} - Turn2345.tag' file were to 'find it's way' into the 'Saves\{game_name}' directory, I don't believe it would even be noticed there and probably ignored.
What this collection of 'tag' files is telling me is that the game host is doing an incremental or differential backing up of the game and has simply done a restore of the directories Backup1 through -4 since the beginning of the game to a manually created directory, packed this into an archive and sent it to you.
That I could run the game from the contents of Backup1 and the generals in question got promoted prove to me that the files are in and of themselves okay.
But it still leaves the question open of what about the current game-turn files, the ones in 'Saves\{game_name}'. These are the ones needed.

hmm just tried myself.. with and without tag files
got them promoted each time...
hmm guess either host reinstales the game.. or i play host for 1 turn to get them promoted...
