I read in the forum that Gatling guns will be available later in the war, are the David or Hunley available too or an abstracted modifier in coastal combat ? Other special weapons ?

I believe it was decided to have the Confederate subs be special events. The problems they had and the miniscule chances of them actually being effective mean that having them as buildable units would be a bit silly. Pocus would have to say for sure one way or another though. Observation balloons are in, we know that much.
