Moving, loading & shipping troops

I know I can just drop land units onto a fleet and then move the fleet to where I want, but what about land units not in the same region as the fleet?

I can't merge them so I tried to move the fleet into the bay and then drop the land units onto the bay, it allowed this but in the next turn the land unit was still where it was and the fleet had followed its movement orders.


So any way to move a land unit onto a fleet that is not in the same region and then to move that fleet to drop them off?

If your troop and your fleet are not in a port, you can't load the force on your fleet and, in the same turn, move this fleet. The fleet must stay still.

Note that I've gotten some buggy behavior with troops actually joining a fleet at sea during the course of a turn's orders (just being added to the fleet). I have reproduced this error, but I'm not sure the sequence I went through to do it -- it's a fairly odd series of orders and cancellations.

There are indeed little discrepancies around these operations, but generally it fall back to his feet easily, like putting back the unit in a fleet, etc.
