Can river movement from Fairfax into Washington be blocked by Gunboats in the Potomac? I see that the movement is river movement, but the "Potomac region" only seems to go about half way up the "river" between Fairfax and DC?

This question stems from a game where I had two Ironclads in place, but the CSA managed to move across. The Ironclads only provided two elements and if I understand the current river blocking implementation, this would have only provided a 50% change of blocking movement.

But for future games, I want to know if four elements would provide 100% blockage or if they have no effect and that needs to be taken into account.

Yes you can block a move from Alexandria to Washington.

But, as far as I remember, even with 4 boats your opponent will still have 10% chance to cross the river (i.e. you have 90% to block him).

If you really want to stop your opponent from getting to Washington, whack him in VA. Or put a strong force in Washington as a deterrent. "An ounce of prevention..."
