What advantage do these 12lb canon have over the other 12lb guns?
Since there is no state of origin shown in the banner, where do they appear?
Are they those 12lb guns that used to be associated with the Army HQ units, but otherwise identical to the other 12lb canon in the CSA arsenal?

Yes. They used to be with the Army HQs, but they were separated due to a CTD bug. Now they appear anywhere in the CSA.
