Leader ability

For a leader who must be in a certain place in order for his special ability to work, must he start the turn in that place, or would it count for him to be en route and end his turn in that place?

Example: If I need CSA General Price in Missouri to raise volunteers and partisans there, but he starts the turn in Arkansas, is ordered to transfer to Missouri, and ends his move there that turn, does that count for:
-presence in Arkansas for the purpose of raising volunteers and partisans,
-presence in Arkansas AND Missouri and a possibility of raising both units in both states,
-presence in Missouri where he ends his turn and raising units there,
-or neither, since he was en route?
I'd also like to know if using the redeployment has the same effect(starting point vs. ending point). And, another possibility, a general's leadership abilities(strategic, offensive, defensive bonuses) are penalised/nullified because of the redeployment. I'm wondering if his other skills, such as recruiting, are as well.
Another example where my questions would apply would be training or recruiting generals.

I think it's at turn's end. I suppose you could check by finding a general with the "recruiter" ability and put him in a city and figure how many CCs you'd have at the end of the turn. Then move him around and see what effect it has.

Thanks, great idea. I'll assume that you're right about ending the turn where he needs to be and play the game accordingly until/unless I get evidence to the contrary. I'll try that testing that you suggest at some point when I get one of those generals. I've read some posts that addressed the recruiter generals and CCs. I'll try to find them and reread them. But, as best that I can remember, they didn't say WHEN the general had to be there.

Right now, I'm trying to figure out the General Price and raising volunteers and partisans part of my question and believe it to be impossible(okay, not impossible, but really time consuming due to many false negatives) for me to test since the effect is percentage based and must be an 'under the hood' game engine/code thing that I don't understand yet.
