Army Command CP Cost

This may sound odd, but until the most recent patch I had never noticed that army HQs (consisting, as they do, only of a single artillery battery) carry a CP cost of 4. Has this always been the case? Is it logical? That an army commander needs the CP equivalent of a full division of 18 units just to "command" himself and his staff? :confused:

As far as I remember it has been the case (but I'm not playing AACW since the beginning).

Is it logical ? I suppose it's a way to simulate the burden of administrating a huge structure as an army.

Yes, this cost was always there, to reduce the interest into adding too much reserve into the army stack itself (uber stack)

I see. It's only a real problem when you have armies, but no corps, like in 1861.
