My Generals Lose Stats

All of my 1* generals go from 3-1-1 to 1-0-0 when I activate division command for them. Is that normal or is it a bug?
A lot of my generals have also dropped strategic ratings over time. Is that normal too?

It's normal. That reflects your generals needing to get used to new command.
The second one should happen only when you promote certain generals or, if you play with randomized generals, a lot.

It also happens when you deploy them somewhere new. They lose points in the first turn at least.

I even have Corps commanders that had a 3 strat rating at first, and at some point went down to 2. Erasmus Keys and Edwin Sumner both did it. It's quite frustrating.

Your corps commanders are affected by the army commander's ratings. McDowell for instance has a low strategic rating but above average off/deff ratings. So you will see changes in your corps commanders like -1/+1/+1 or some random combination similer to that.
Good army commanders like Lee and Grant greatly benefit your corps commanders ratings and bad ones like Fremont and McClellan make your corps commanders terrible.
