Unexplained NM shift?

This is May 1864 of a full war campaign on v. 1.10c. (See? I got it right this time.

) For two turns on end my NM (playing Union) has gone down -1 per turn and my opponents' has gone up +1 without any reason being apparent from the event log. Last turn there was a battle, but the log said 0 NM gained or lost. This turn there was no battle at all, and the only city taken was taken by me, not my opponent, but it was minor. No options were selected that would have had a NM cost. Are there any other possible reasons why the NM score would shift? Thanks.

That's it. Thanks! The score was 128 to 86 and it has changed to 126 to 88 this way.
So, what's the idea behind that GAME FUNCTION?

Sort of the public gets bored when Grant doesn't win new victories, so morale ebbs away ... would make sense.

I don't know why your NM is going down. But the CSA's NM will go up according to the War Resilience feature. You must control your capital's location in order to receive the increase.

I thought resilience only applies when NM becomes VERY low ...

I was replying to Big Idea's post, Gray, he mentioned resilience.
The manual says this on resilience:
"Below a certain level, as long as a side is still in control of its capital, it will start to regain NM (this is called War Resilience). The Rebels are particularly enduring in this aspect (...)"
It also says:
"In the late years, war weariness gradually reduces each side's NM."
Interestingly, as far as I can see the manual does NOT mention the effect you pointed out (the value moving back towards 100 on its own).
