Colored Volunteers Option

During 1862 you are given the Colored Volunteers option which will give you a 12% increase in conscription on the Draft but it isn't clear what is improved by this. For one thing it says potential whatever that means.
Does it increase the per turn conscription number? I haven't seen a change in that.
Does it only increase the number of conscription companies you get with one of your drafts/volunteer calls? Which?
There have been some posts on this but a search didn't come up with one giving a clear answer. The use of the option tags on a per turn cost with no indicated end. If this only applies to a single volunteer or draft call it wouldn't seem very effective.

It works fine in 1.13b.
It will NOT inscrease your conscription per turn. It WILL increase your conscription when calling for volunteers\drafting.

I don't think its bugged, it just doesn't work the way one would expect. Since its a per turn cost you would assume it affects the non-draft/volunteer per turn conscription rate but apparently it doesn't. I assume it affects the number of conscripts for volunteer/draft calls but haven't confirmed that, but it probably works likes Barksdale says. Next time I get the combinations I will try to check that.

Look, without crunching numbers, what are you guys wondering about? Pardon me, but haven't you ever noticed the Colored Brigades in the Reinforcements? Think about it a minute - I know that I've exhausted all the brigades of a given type in a number of States by 1864.
IOW, if you choose not to Emancipate, those Col Bdes will not be available in the Reinforcement pool.
Yes, I've come close to exhausting total Union manpower. So, without calculating anything, the answer is Yes, you get more men.

Emancipation is not what is being discussed. Nor are the colored brigades. They are trying to find out where the bonus percentage is applied when you select the "Colored Volunteers" option.

I don't play strategy games to do math (although I was a math minor and work in IT, etc.). I like a good model, which AACW is.
I don't care if others like to do integral calculus - just trying to keep it simple. No big deal.

It's very similar to questions about supply, etc. With things winding down in the full patch stage of AACW, I think everyone is just trying to make sure everything is WAD. Have you noticed any increase in your pools/per turn rates with this option?

I was referring to you mentioning in another thread that the upcoming patch would be the last one with changes to the .exe

I think the reply is no, but, although I have played quite a bit, especially with rc14 the last few weeks (haven't bothered with beyond rc14, waiting for the Official Patch), I still haven't played enough to really notice.
All I can do is repeat that yes, indeed, the Union can start to run outta warm bodies by '64 and that ColBdes can't hurt. You will run outta CBs fairly quicky, actually, but they are great for garrisoning as you acquire more territory.
I would hazily estimate, IIRC, that the number of CBs does not exceed 30 2-Regmt brigades, and is probably closer to 22 or 25.
