How do you offer a prisoner exchange?

In the political tab on the ledger there's an option to select it. However, both sides have to agree. I'm not sure if athena ever does?

On another prisoner related question, do prisoners require any general/war supply to maintain? And the more prisoners the more resources?

You are absolutely correct. The AI will make a prisoner exchange but I've never looked at the numbers very closely (regarding POW's). In fact, the AI has traded prisoners with me three times in one game. :thumbsup:

What are the advantages of prisoner exchanges? I have always wondered, but never done it. Do you automatically get a large amount of reinforcements added to your manpower pool that you can use to fill up your depleted units? Does the exchange just do a one for one exchange? If I have 50,000 USA prisoners, and Athena has only 25,000 CSA prisoners, does the exchange just go for 25,000 - 25,000, leaving me with still having 25,000 USA prisoners???

No. Each side gives up 1/3 of the prisoners it has. I don't know if the prisoners can be used as conscript points, but I do know that a successful exchange will increase both sides' NM and VP.

I believe the Union get a positive NM (1 NM IIRC) and the rebels get a negative one (2 NM IIRC). This could be random but I think it correctly reflects that the Union has an incentive inherent in their historicial decision to trade POWs and that the Confederacy has a cost involved to do so.

Just for verification purposes, someone check me out next time politics suggests a POW trade in their game, by signing for it (on and off) and checking out the NM differences in making the trade versus not making the trade shown at the bottom of the economics page.

I'd be interested too if results are the same. :)

The Union gets a 2 NM and 75 VP bonus. I don't know what the CSA gets.

The USA gets 2NM and 15 VP for the prisoners exchange.
