Hello,

As being new to [color="Blue"]Blue[/color] & [color="SlateGray"]Grey[/color]

Can structures be built or upgraded as in BoA2? Forts, Depots?

Sure

The only difference (IIRC) is that on AACW new forts can only be constructed on regions with cities.
Depots can be constructed everywhere as in WIA.
Now, on AACW stationary stacks will buil at no cost (except time) kickass entrenchments up to level 8 so forts are not that interesting.
But depots are VERY IMPORTANT, as in WIA
