Local Forces raised due to Invasion

A question regarding enemy raiders.
Do the amounts(1cav or 2cav, 2militia, 1gun,1cav)of local forces raised due to invasions or enemy raiders vary due to scripting or available conscripts or the composition of the enemy raiders??

As Union I had 2, 2-militia(static, the ones that go away after 1year), 1cav, 1arty stacks raised in Kansas and Illinois reacting to rebel/indian cav incursions and I noticed my stockpile of conscripts went from ~40 to 0 after the turn executed.
So does the type of incursion, game scripting, available conscripts and/or enemy composition affect how and what gets raised locally?
Normally you get 1-2 cav reg. reacting to enemy raids or invasions but saw 2 bigger defending forces recently when I had available conscripts so am wondering.

Also, when the invaders leave your towns and the MC causes them to revert back to your control, sometimes you will have a raised militia placed there and most times no local forces are created and the town just reverts back to your control. Is this impacted by having conscripts available? What does impact whether you will have local militia raised in these cases?

Any insights??
