Couple quick Q's

All right, after much reading on the subject, let me paraphrase (supply);
* Keep a wagon with your formations. If you get more than one (1) region away from a static supply source/stockpile, you'll need to send the wagon back for a fill-up at some point. Otherwise, your people are gonna starve.
* RR and rivers expedite and hasten supply distribution, but do not provide it. If I'm sitting on a fully uncontested and friendly controlled river/shore "hex", I need to have a Transport next to me if I'm more than one (1) region away from a static supply source/stockpile - in this particular case, even if I have a supply wagon with me. It's either that, or send the wagon back to a source per above.
* In the latest and greatest ([d] Beta), four (4) elements (sub-elements?) are required to build a Depot (at least from a wagon).
* A harbor may or may not be required for an 'overseas' Depot to function properly - still TBD?
Question 1: When the UI is showing 'Supply Segment: 1,2,3,...X', what is that telling me? I can guess that if it stops at 4, or 5, that is Not Good. A typical terminal value seems to be 8, 9, or 10, 10 seems to be ideal, but I have seen it terminate at 13, IIRC.
Question 2: 'Unit Yadda Yadda has taken 3 damage due to being made out of sugar and can't stand rain.' How much Damage should I worry about? I check the unit and see some red, no red, more red - when to take corrective action?
Question 3: Managed to take Richmond in Dec 61. Before I took it, there was no 'dome' icon next to the city's name that denoted it as the CSA capital. I shrugged it off and took it. I can't find the new CSA capital anywhere. Does it matter that much? Does Richmond's value as an Objective outweigh it's value as the CSA capital? Or is it all just a GDI glitch?
