As CSA, how do you use Norfolk harbour ?

Hello,
As CSA, how do you use Norfolk harbour ?
There is at Norfolk a naval engineer, given by the scenario. This engineer cannot be moved to an other town.
Because of this engineer, i supposed that Norfolk harbour was a good place in order to repair my blockade runners. I was largely disapointed when i noticed that all my boats was severly dammaged by the fort Monroe's guns each time they tried to enter in (and to exit from) Norfolk Harbour.
So, how do you use Norfolk Harbour ? If not, what's the interest of the free naval engineer ?

Ok, thank you Gray. Need to find another supply harbour for my atlantic blockade runners, now...

I like to build a naval engineer and stick it in Wilmington.

Just capture Fort Monroe. Then "poof"

no problems sailing into Norfolk. Norfolk is great to repair blockade runners (high harbor level).

As the Union, what is the optimal force to garrison Fort Monroe?
As the Confederacy, what is the best way to capture Fort Monroe?

As the Union playing against AI, I just put an infantry brigade in there with two supply units and the garrison and it never falls.

Hi 77NY,
You can safely omit the two supply units from the mix. Ft Monroe is a supply depot as well as a fort and harbour. It will always pull more than enough supplies to keep even a Corp sized force happy.

As the CSA, it depends on your opponent. You must breach and storm the fort. Without sacrificing some blockade running ships, you can not starve them out. You need some art (for siege value) and enough inf to overrun the fort. Against the AI, I did it with around 2 brigades and 3-4 art in a stack. Besieged them until my general went active (I hate brown envelopes), then assulted the fort.

Taking fort Monroe ?

Unfortunatly, i play exclusively in PBEM. AI don't defend correctly Fort Monroe maybe, but human player do.
