Kentucky Triggers Changed?

So after being away for a couple of months, I recently started a new game under the new patch (1.13b) as the Union. As almost always seems to happen--the south attacked a KY Militia on turn 4 (I think) at Paducha. Reading though the event log--The KY invaded by CSA did not fire.
I played this through until September '61 when I restarted to change a few early bids. Compeltely new file--This time the CSA attacks and destroys the Bowling Green Militia on turn 4--and still no KY invaded by CSA.
Have the triggers been changed or is it just something I am missing--KY still seems awfully rebellious...

Playing as the Union using 1.13b, I also had the CSA attack and destroy my Bowling Green Militia. However, I did get the 'KY invaded by CSA' message in the log. Are you sure that you did not just miss the post?

Grey has said that he looked at these events and their logic was... messy. In my experience sometimes they work correctly, and sometimes they don't.
If you look under the mods forum, there is a Kentucky Neutrality add-on that makes some big changes to the way Kentucky is handled. It is supposed to become part of an official patch in the near future, but it works now.

I don't imagine you can put the Kentucky Neutrality add-on on and have it affect an on-going game? I'm having the same difficulty in my current PBEM game. It is winter already and no decision by the Kentuckians.

The situation is similar, although we are only in Oct 1861. Can it happen that Kentucky does not decide at all? If yes, may either side invade Kentucky without a penalty, i.e. the event firing?

In my most recent game I never saw an announcement that Kentucky had joined the Union but they did show up as having joined after the CSA attacked. It didn't happen right away, but a few turns later.
So I think there is a glitch in there somewhere.
Seems like an unintended (or random) event still exists here

After copiously attempting to NOT trigger Kentucky's joining the North in my current game, my CSA forces and I stumbled onto capturing Cairo by raiding and moving around Kentucky's borders (an unexpected event).
My Northern opponent meanwhile marched divisions to surround Lexington while I stayed out of Kentucky. The following turn the North assaulted and took Lexington while my forces finally advanced into Kentucky (but did not attack). Northern troops had already violated the border and now had attacked, and as the CSA I had made no attacks. Imagine my surprise at seeing the headlines read Confederacy attacks Kentucky!!! ????
I am aware of how large the infantry force pool that I have now lost access to is and was afraid of that from the start.
I guess I'll just chalk it up to historically uncertain times and (perhaps) biased Kentucky jounalists. Not that that happens at all these days!

If you want to maximize the chances of bringing Kentucky into the CSA, how do you go about that? Does anything the CSA does other than keeping your troops off the Kentucky border influence the decision?
And does Kentucky have a higher % chance of declaring for the CSA in the "Kentucky Neutral" mod than in the vanilla '61 scenarios?
