Ability level

Hello,
I was wondering, some of the general's abilities have a level, which seems to change when experience is gained. Two questions, however:
- Does the level matter for those abilities that do not mention it in the tooltip text? Eg: Sheridan became level 2 cavalry guy, but the tooltip mentions only the same bonus as for my other level 1 cavalry leaders.
- Is there a set formula for gaining ability levels or does it depend on a random factor, and is it specific to certain leaders? I'm asking because Meade has level 2 and level 4 for his abilities, whereas Sheridan, with about the same experience and the same rank, only moved to level 2 for his cavalryman ability.

Some abilities gain level when the leader gain a level, some don't. Leaders start with different levels for their abilities, so that's why you see a level 2 cavalryman on one side and a level 1 for another leader.
