I have a 2* general with good stats (ie 5-3-1 Bragg) and a 1* general with crap stats (ie Withers or something at 3-1-1) and enough brigades to form a division in my disposal. I am in the vicinity of an Army.

Will I get best combat results :

1. When I create a corps with the 2* general with a division led by the 1* general (plus divisional artillery as necessary) or
2. When I create and independent force with the division led by the 2* general (and perhaps the 1* general trailing behind to make up the CP as necessary in case of divisional artillery etc)

(This is for purely fighting strength purposes and not for the march to the sound of the guns bonus which should generally always be a must - or maybe not?)

I assume that the worst case scenario is an independent force with a division led by the 1* general and the 2* general for additional CP is that right?

In both cases (corps stack or independent stack) Bragg will lead the stack (he is a 2**, it does not matter who actually commands the division) and give the units on the division a +5% bonus per each point of offensive and defensive ability (depending if they attack or defend). In addition the division leader will give them another +3% bonus per off/deff point.
Now, the advantage of forming a corps is that Bragg abilities will probably be improved by the abilities of the army commander. They can also be penalized, but just with very poor 3*** leaders… like the ones the USA have.
So instead of giving the troops a +15% bonus (3 off) he can give them +20% or +25% (4 or 5 off points) if he receive a +1 o +2 bonus form his army leader.
This army leader bonuses change form turn to turn but with a standard CSA army leader they should be nearly always positive or on the worst case zero. With Lee they can be pretty high (+3 up)
Besides, being a corps will give full CP to Bragg stack (independent stacks receive only 50% CP). Not an issue with just one division, but important if you put more troops under him.

Ahh very well it makes sense

Another question that arises from what you said is since the 2* general will lead the stack whether he's the division leader or not, does the 3% divisional leader bonus add to the 5% stack leader bonus in case he is also the divisional commander in an independent force? As I assume that he can't lead a corps if he's brigaded.

Mmmm not sure. I would say no, but i'm not sure

No matter the type of stack, you only get the 3% bonus from the unit (e.g. division) commander if that general isn't also commanding the stack.

I don't see why a unit commander can be designated as a corps commander, but I haven't tested this myself; my 2-stars tend to be spared divisional command
