Medium infantry upgrade did not improve Zealots

In my Judea game, I have taken the upgrade for medium infantry .The decision stated that all medium infantry would be improved, if possible.
My regular infantry were improved, but my Zealots were not.
I s this a bug, or WAD?

I'd guess WAD, its the wider issue with Zealots that they are very powerful but have a very specific role. In the main the upgrade decisions don't improve regional units.
