Upgrade decision for heavy infantry prevents Judea from building them.Bug or WAD?

After finally building the needed Arsenal, I was able to take the decision to improve my heavy infantry. I am playing Judea.

I had been able to build heavy infantry inevery province where I had a training ground.

However, when I tried to build some heavy infantry, the display told me I needed a barracks to build them.

As Judea, I have never had the opportunity to build a barracks, even though I have a number of training grounds. Judea does have a Zealot barracks, a unique building that enables the building of Zealots, who are medium infantry, but it does not enable the building of heavy infantry.

Despite this, my existing heavy infantry are converting to the improved version of heavy infantry, but I still cannot build any, and I still cannot build any barracks.

Is this intentional, or a bug?

its intentional.

basically with Judea you have two choices for your army. Your specialst units (zealots etc) or a conventional regional army. Best option is to take your specialists.

if I recall, you can build normal HI in a different province if that has barracks etc (but I could be wrong about this)

Thanks for the answer, Loki.

I am not sure how well Zealots will stand up to Roman legions, outside of arid terrain, but I will find out soon, I think.
The creeping red tide of Rome is moving towards my borders, and I have refused two requests from Rome that I become their client state.

Citing from memory, but I think you'll be able to raise HIs in the new patch.

That's impressive if you have Rome at your door, they seldom reach Egypt or Judea usually...

This AI Rome is amazing. They have all of Italy, all of Illyria, Dalmatia, Dardania, most of southern Germany and Gaul, all of Epirus, Greece, Macedonia, Thrace, nearly all of Anatolia. They have conquered Macedon twice, and absorbed many nations through conquest. They lead the entire world in legacy score.

They never fought a major war with Carthage. After more than two hundred and twenty turns, they are still a republic, and have not had any civil wars.

As Judea, I now border them in my provinces of Cilicia and Osroene.

I cannot win unless I take Rome down, and it seems clear that on one else is going to do it. Hopefully I can survive until the next patch.

This game is utterly amazing. You have my deepest gratitude for designing it.
