armies of neutrals in your territory

I see armies of neutrals frozen in my territories a lot. Either former ennemies or former allies. Once a war or alliance ends these should either be teleported back to friendly territory or be allowed to move through neutral territory at max speed towards friendly territory. This really weakens the ai powers when their armies are stuck...
