Capital cities and changes in government

Capital cities tend to be the focus of one's activity. However, playing as Rome mostly, when you evolve your government, invariably, another region than Latinum is chosen, though I would prefer to have Rome as capital. Am I missing something? Is there a way to move the capital back to Rome?

but there is a but
so the yes - disband the current capital and it will rebuild in 3 turns in the region of your faction that produces the most culture (note this is not the same as has the most accumulated culture)
the but?
well its partially bugged, it sometimes works as designed, but there are plenty of verifiable reports of it not working this way

Should that not be redefined? It works and feels a bit counterintuitive.
a) I think it's a good way that some forms of government should be allowed to choose and influence the location of it's capital, but others shouldn't. Republic Rome for example should not be allowed to relocate it's capital. Roman Empire should be allowed. Certain factions in certain tier levels of their government would feel unrealistic if their capital got moved. Their capital and their city are what defines them. Furthermore, if their capital got conquered, they should even disband or go through a transition.
b) the option to relocate the capital based on culture production is a bit of. If the leaders of a faction should be able to relocate the capital freely, can there not be made a special event? Maybe a unit that spawns up that has the ability to construct the new capital in the region of choice? I can imagine that there are governments that can change capital as well, but in which the leaders would not be able to choose the capital freely (those that don't have a free ruling sovereign for example) so it goes to the most populous or the most cultured region. Or maybe even a predefined region?

Good to see there's a way to move your capital voluntarily. Playing Rome I had mine move to Neapolis after a slave revolt. Though it's quite likely it wouldn't move back to Rome this way as Rome, Neapolis and Tarent are vying for the most cultured city in my realm...

It's not about the most cultured city. It's about the city that produces most culture that turn, meaning you should put as many pops on producing the needed culture to produce the most culture in your realm.

There was a bug about the capital moving when you change civilization level, but today's patch should fix it.
