Balancing armies for mountains

Okay, so I'm finally not failing. As Rome, I have most of Italia absorbed, the dang Gauls beat me to the Etruscans, but that's a fight for another day. For now. Those blasted Samnites are holed up in their small-frontage mountains just smashing everything I send.
I get Cavalry and Legions are probably not the smart play, but how should I balance an army to take them down?

Do you have Italia Superior as a formed province? If so, you can raise the special provincial unit, Italian infantry. These are medium infantry who should do much better in the mountains than legions or cavalry. I would also bring plenty of skirmishers to support them. A bit army of these units should be able to wear the Samnites down, especially if you can throw in a good general, someone with an attack rating of two would be ideal. Hope this helps.

I can form them! And they did just dandy! (being much cheaper, I also didn't lament the losses as much!)

I am glad that worked for you. Figuring out how to solve the various problems the game throws at you is a lot of fun.
