Leader Siege expert ability WAD?

Hi there, first let me say the games awesome 
But I believe there may be a bug with the leader siege expert ability, I cant seem to build siege woks or a mine even when a leader with the ability is in the same region, its does work when there are sappers in the region, is this WAD?
