Do i need to target a city or can i drop the card on any given region ( like mountains)
Is reqistion serriously hamper my future tax revenue and production?

The valid regions are shown in green, so just drop it there

it jus basicly shows me all my regions....
omcuding high tatras and wales wilderness or middle of prypet ....

The tooltip says you need a cleared civilisation level >25, so perhaps this problem is related with the engine bug displaying the civilisation level of a region.

Great, guys, if you can cope with the requisition issue it would be great.
