im on turn 112 and there are no decicision avalible F3 F4 F5 isnt used since the start of the game??

1.00 versi vanilla,.. i tryed more then three times to get the beta patch 1.01_RC1 on my older version,...doesnt work.
im not sure why it doesnt work,...
