Getting the AI to not build RGD Supply Depots

I've been trying without success to get the AI to NOT build RGD Supply Depots. I've been able to slow down AI Supply RGD use, but not stop it entirely.
The Supply Depots are causing CBs in target countries. Best to have the AI not build them at all.
