Eventually, after 5 or 6 turns the game does end up promoting them.
In 1805, I promoted all the generals in December before the new generals arrived in January. I tried that in 1806, but as of February, none of the generals were promoted. So I canceled all the promotions and tried promoting one general for a month chosing a different general each month. In June I gave up promoting generals. I must to left one to be promoted because while I was looking in the August log I notice a general was promoted. So now I keep on general to be promoted. Why it takes 5 or 6 weeks to be promoted, I have no idea. It did not take that long in 1805.
Of course, I have updated to the latest beta almost as soon as they come out so I can't tell you which beta I was running in when I was playing in 1805.
